Almost every conversation about a new boiler starts at the wrong end. People ask which brand, then which model, then what it costs, and only much later does anybody mention the radiators. Yet the radiators are the reason the boiler exists, and between them they decide most of what the appliance has to be able to do.

Radiator load is the first number
A boiler has to be able to put enough heat into the rooms on the coldest day of the year, and the radiators are what deliver it. Adding up what the existing emitters can actually give out tells you what the heating side of the appliance needs to be, and it is a very different number from the one you get by counting bedrooms.
It matters in both directions. An oversized boiler on a modest radiator load spends its life short-cycling: firing, satisfying a small demand, shutting down, and starting again. That wears components, wastes fuel and shortens the life of an appliance that was bought to be efficient. An undersized one never quite gets there in January.
Sizing the system properly means checking hot-water demand and radiator load rather than assuming, and it is the part of the survey that has the largest effect on how the house feels afterwards.

Hot water is a separate question with a separate answer
The heating side and the hot-water side of a boiler are sized against different things. Heating follows the radiators and the fabric of the building. Hot water follows the household: how many outlets get used, how often two run at once, and how quickly people expect the shower to recover.
This is where the combi decision is genuinely made rather than assumed. A home where hot water is used one tap at a time is well served by an appliance that heats it on demand. A home where two showers run together every morning is asking for something a compact combi cannot give, whatever the badge says.
Getting this wrong is not a fault that shows up on installation day. It shows up every morning for a decade, which is why it deserves ten minutes of honest conversation before a model is named.
What else the survey has to look at
Beyond load, the survey covers the practical constraints that decide whether a given installation is even possible in a given position. Existing pipework, controls, condensate routing, pressure and flue position all feed into it, and any of them can change the answer.
The condensate route is a common late surprise. It needs somewhere sensible to discharge, with adequate fall, and where it runs externally it has to be sized and insulated so a cold snap does not shut the boiler down. Flue position carries its own clearances, and the two together often decide where the appliance can go rather than where you would like it.
The survey should also say whether any radiators, filters or valves should be upgraded so the new boiler performs properly from day one. That is not an upsell reflex: a new appliance connected to a tired, dirty or badly balanced system inherits every one of those problems on its first day.

The handover is part of the job
An installation is not finished when the appliance fires. It is finished when the household can operate it. Every installation should end with a clear handover and practical advice on the controls, because a well-sized boiler running on a schedule nobody understands will still disappoint.
That conversation should cover what the pressure gauge ought to read, how to set the programmer for the way you actually live, where the isolation points are, and what the appliance needs from you annually to keep its warranty intact.
Ask, too, what happens next. Realistic guidance on aftercare is worth more than a folder of paperwork, and if the survey flagged radiator or control work that was deferred, the handover is the moment to agree when it happens rather than leaving it to be rediscovered next winter.
